What Illinois' New Accelerated Placement Act Means for High-Ability Students & Their Families

Under the new Accelerated Placement Act, all Illinois public school districts must now have equitable policies in place that allow for early entrance to kindergarten and first grade, subject-based acceleration, and full-grade acceleration for eligible students. What does this new law mean for families with high-ability students in Illinois? Hear the latest updates regarding implementation of the legislation and learn how parents can use this law to improve the education of their children.


Carolyn E. Welch is an education lawyer who represents students with various needs and abilities, their families, and the schools they attend, including special needs students and schools in underserved communities.  As an advocate for gifted children from all backgrounds, she serves as Co-Chair of Policy and Advocacy for the Illinois Association for Gifted Children, Chairman of the Midwest Center for the Gifted, and as a member of the Legislative and Advocacy Committee for the National Association for Gifted Children.  She is also a member of the Board of Directors and an Officer of pilotED Schools, an Indianapolis elementary school focused on social identity, academic excellence, and civic engagement.  She is the parent of two gifted children who have required a combination of public school gifted programming, a private gifted school, whole-grade acceleration, and individual subject acceleration to help meet their educational needs.  Her children's experiences help fuel her passion for improving the education policy framework on behalf of all high-ability students, and successful IAGC advocacy efforts include the recent passage of the IL Accelerated Placement Act and the Report Card Act in 2017.  Carolyn received her J.D. from the Georgetown University Law Center.
